Florida Diagnostic & Learning Resources System (FDLRS) is one of nineteen associate centers developed by the Florida Department of Education, Bureau of Exceptional Education & Student Services and funded through federal dollars and state general revenue money. FDLRS has four functions: child find, human resource development, technology, and parent services.

The network has supported educators, families and agencies working with children with disabilities and special needs for over twenty years. The FDLRS/Heartland Associate Center is located in Lake Placid, Florida and serves Desoto, Glades, Hendry and Highlands Counties. Satellite offices are located in Arcadia and LaBelle.
